They clearly didn't have enough main plot content to fill up 20 episodes this season. Season 2 seemed to move along at a decent pace, but Season 3 is just full of decent, but not-so-important episodes. I think that will turn out to be a good thing. She wasn't so bad earlier, but now she's quite bitter about having her new "family life" cut short due to the return of the Cylons, work life being busier than ever, and her husband hanging out at the new bar.
